The Ministry of Human Resources and Emiratisation (MoHRE) has announced a new requirement for private sector establishments and companies seeking to obtain new work permits.
Types of Work Permits in the UAE
According to the Ministry, these entities must ensure the provision of adequate labor housing facilities as part of their registration process. The Ministry emphasized that there are 13 types of work permits available for establishments registered with it, allowing them to recruit and employ workers based on the specific nature of the job.
Among the various types of work permits issued by the Ministry are permits for bringing in workers from outside the country, transfer permits for hiring workers already in the country after the termination of their previous employment, and permits for individuals under the residency sponsorship of their relatives within the UAE.
Additionally, there are permits for temporary work assignments, allowing workers to perform tasks at establishments other than their primary employer for a limited period. Other permits include those for specific projects, partial employment, juvenile workers, student training or employment, citizens or children of cooperation countries, holders of golden residency, trainee citizens, self-employment, and private teaching.
The Ministry outlined four types of violations that could result in the suspension of new work permit issuances to establishments. These violations include failure to pay the fines stipulated by the Cabinet's decision on service fees and administrative fines, misuse of electronic access privileges, involvement in human trafficking, and failure to provide adequate labor housing. Depending on the severity of the violation, the establishment's file may be suspended until the issue is resolved, with suspension periods ranging from administrative suspension until fines are paid to a two-year suspension for convictions related to human trafficking.
Labor Housing Registration System:
To ensure compliance with labor housing standards, the Ministry introduced an electronic system for labor housing registration. This national platform aims to raise awareness about suitable housing conditions for workers, as per the Ministry's standards and those of its governmental partners involved in monitoring labor housing. The system seeks to enhance the quality of life for workers in the UAE and solidify the country's reputation as an attractive destination for living, working, and investing.
The legislation concerning workers' housing standards encompasses various health, comfort, and cleanliness criteria. These standards include suitable building conditions, the provision of essential utilities, adequate ventilation, sanitation facilities, and sufficient spaces for rest and personal belongings. The Ministry emphasizes the importance of creating a safe and comfortable living environment for workers, aligning with the UAE's global leadership in providing high-quality living standards.
