Saudi Arabia Approves Duty-Free Market Tax Exemption

In an effort to streamline customs procedures and enhance the experience of travelers, Saudi Arabia's Zakat, Tax, and Customs Authority (ZATCA) has recently introduced measures to facilitate duty-free markets at various customs points across the Kingdom.

Facilitating Duty-Free Markets in Saudi Arabia

The Zakat, Tax, and Customs Authority (ZATCA) of Saudi Arabia has recently sanctioned the criteria for enjoying exemption from customs duties and taxes within duty-free zones situated in the arrival sections of all customs checkpoints, whether by land, sea, or air.

Exemption Criteria

These established requirements outline the maximum purchase limit and allowable quantities for inbound passengers entering the Kingdom. ZATCA allows individuals to purchase goods duty-free up to a limit of SR3,000 ($800) per passenger, provided that the goods are for personal use. Moreover, the regulations prescribe a maximum quantity of 200 cigarettes per passenger for duty-free purchase.

In a proactive move, the authority has commenced accepting license applications from prospective operators keen on establishing duty-free markets within arrival lounges at customs checkpoints. This follows the completion of requisite regulatory formalities with relevant authorities at these points, in compliance with the norms and regulations governing duty-free markets.

Interested parties can initiate the application process by reaching out to ZATCA through various channels, including phone, email, and online platforms. This step represents a significant stride toward improving the operational framework for duty-free market operators at customs checkpoints, both in arrival and departure lounges, thereby streamlining logistical services.

By facilitating duty-free markets, ZATCA aims to elevate the overall experience of travelers entering Saudi Arabia, affording them the opportunity to procure goods exempt from customs duties and taxes. This initiative is part of a larger effort aimed at improving the Kingdom's logistics infrastructure and its appeal as a transit hub.

Earlier, ZATCA had issued comprehensive customs regulations, outlining the requisite conditions and procedures for establishing duty-free markets across air, sea, and land points. ZATCA formulated these regulations to align with the unified customs system that governs the Gulf Cooperation Council.

A Cabinet decision sanctioning the establishment of duty-free markets at air, sea, and land points, allowing for sales to passengers arriving in and departing from the Kingdom, prompted these measures. This strategic move underscores the government's commitment to fostering a conducive environment for trade and commerce while enhancing the overall travel experience for visitors to Saudi Arabia.
