The UAE issues a new system of rewards and incentives for state employees

Three virtual workshops

The authority called on all ministries and federal entities to designate their pertinent officials from human resources, strategy, and future managers and officials to attend one of three virtual workshops to be held by the authority next Thursday, Wednesday, May 22, and Wednesday, May 29. The authority announced in the same circular that it intended to organize a series of virtual workshops, via the "Webex" platform, to explain the details and provisions of the new rewards and incentives system.

Incentives and rewards system for government employees

On September 4, 2023, the Council of Ministers, led by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President, Prime Minister, and Ruler of Dubai, adopted a system of incentives and rewards for federal government employees. The objective of this system is to give federal entities the tools they need to retain government talents and competencies while also inspiring their teams and employees in recognition of their valuable contributions and accomplishments.

According to the new system, federal employees are eligible to receive two main types of compensation: "financial rewards," which include bonuses, cash incentives, and other forms of financial appreciation, and "in-kind rewards," which include awards, certificates, and any other morally-motivated gestures.

The "annual performance bonus" system allows the head of the Federal Authority to decide whether to give an exceptional employee a special monetary or in-kind reward for any of his proposals that could improve performance in the federal authority where he works. This system also defines three types and categories of bonuses and material incentives.

The results of the annual performance management system, which the Council of Ministers issues based on the authority's proposal, are used by the federal authority for human resources to determine the level of efficiency and productivity of federal government employees. On the other hand, "outstanding achievements" constitute the second category of bonuses and material incentives for federal government employees. There are multiple categories, and only workers who uphold the principles of national identity, strengthen the state's prestige, and increase its competitiveness and worldwide leadership are eligible to receive them.

There are three distinct categories and sorts of material incentives and rewards: "outstanding achievements," "annual performance," and "influential national achievements."

Two types of professional bonuses for citizens working for the federal government are outlined in Council of Ministers Resolution No. 48 of 2023, on the executive regulations of the federal law Decree No. 49 of 2022 on human resources in the federal government. A citizen employee is entitled to a monthly "scientific qualification bonus" if they hold a master's or doctoral degree and its equivalent, up to a total of 1000 dirhams for a master's degree and 2000 dirhams for a doctoral degree, provided that their scientific degree is relevant to their line of work.

The second type is called a "technical bonus," which is given to a citizen employee who works in a technical, specialized, or professional capacity or who possesses exceptional technical skills. To qualify for this type of bonus, the employee must have a university degree or its equivalent, a higher secondary diploma or its equivalent in the department of specialization, or exceptional technical skills.
